DEDUCT METERS

Use of deduct meters shall be permitted within Elizabeth Township provided the use and installation meet the requirements established by the Elizabeth Township Board of Commissioners.  Approved uses and their guidelines can be found below:​

  • FOR PERMANENTLY INSTALLED COMMERCIAL OR RESIDENTIAL DEDUCT METERS

    • APPROVAL

      • Two sets of approvals have to be obtained prior to deduct meter usage. 

        • ​FIRST: ELIZABETH TOWNSHIP

          • ​An application, sketch, and a one-time payment in the amount of $300.00 for commercial and $100.00 for residential must be submitted to Elizabeth Township for preliminary approval.  You will receive a copy of the application upon Elizabeth Township's approval.  

        • SECOND: ALLEGHENY COUNTY HEALTH DEPARTMENT PLUMBING DIVISION

          • After Elizabeth Township's preliminary approval, an application must be submitted to the ACHD Plumbing Division prior to installation at 309 Penn Avenue Building 5 Pittsburgh, PA 15224.  ACHD approval is required.  Receipt of Elizabeth Township and ACHD's approval is your notice to proceed with deduct meter installation via a licensed registered master plumber. ​

    • INSPECTION

      • Upon completion of the deduct meter installation, please call the Elizabeth Township Sanitation Department at 412-751-8180 option 1 to schedule a final inspection.  Please call at least 24 hours in advance to schedule an inspection.  If the Elizabeth Township Sanitary Department approves the meter installation, they will sign and seal both the meter and the application. 

    • AFTER APPROVAL

      • ​After the Elizabeth Township Sanitary Department signs your application, you can begin use of your deduct meter.  NO CREDIT WILL BE GIVEN UNTIL THE COMPLETED APPLICATION IS RETURNED AND APPROVED.  All applicable fees apply.
    • METER READINGS

      • ​Deduct meter reading will be done once a year in July for a fee of $35.00.  Additional readings can be scheduled as requested throughout the year and will also be subject to an additional $35.00.

  • FOR NEW SWIMMING POOL OR REPLACEMENT POOL LINER (RENTAL)

    • APPLICATION

      • Rental deduct meters may only be used for filling new pools or filling pools after a new liner replacement.  Deduct meters must be rented from Elizabeth Township to be considered valid. The minimum accepted water usage is 10,000 gallons.  Anything under 10,000 gallons would not be an acceptable use for a deduct meter and would not qualify for a bill adjustment.

    • The completed deduct meter application must also be accompanied by a copy of the pool building permit or a new liner receipt/contractor bill/estimate. 

    • DEDUCT METER RENTAL

      • Upon approval of the deduct meter application, the applicant can make arrangements to pick up a rental deduct meter at the Elizabeth Township Municipal Building.  A Township official will verify the application and mark the current deduct meter number to ensure an accurate reading.  There will be a $100.00 security deposit that is due at the time of rental.  The full security deposit will be reimbursed upon return of the meter if the meter is left in good condition and returned with 5 business days.  Only checks or cash are accepted for deduct meter rentals.  For everyday the deduct meter is kept after 5 business days, a $10.00 rental fee per day will be required.  For example, if you are due to return the deduct meter on a Friday, but you do not return it until the following Monday, you will be charge $30.00 for keeping it on Saturday, Sunday, and Monday. 
    • AFTER RENTAL PROCEDURES

      • Once the deduct meter is returned and is found to be in good condition, an Elizabeth Township Employee will record the meter reading and turn the reading number over to Legal Tax Service, who will adjust your bill accordingly.

BILL ADJUSTMENT NOTE:

*The minimum monthly sewage charge is $51.00.  You will still have to pay this amount monthly even if your deduct meter bill adjustment is higher than that amount.  For example, if your deduct meter usages earns you a credit of $62.00 and your sewage bill is $51.00 for one month, you will still pay the $51.00 minimum charge, and the credit will be worked off month by month.  Then, if the next month your sewage bill is $90.00, you will just pay the $51.00 minimum fee, and the remaining $39.00 credit will be applied for future credits.
